Residential Market Study and Strategic
Action Plan
Client: Housing Authority of the
City of Pittsburgh
The Housing Authority of the City of Pittsburgh (HACP)
retained the services of RKG Associates to prepare a residential market
study and strategic action plan to direct the Housing Authority’s public
housing investment programs over the next 10 years. RKG led a team of
consultants that analyzed the City’s housing supply, both public and
private, and reviewed the City’s public housing policies. The analysis
concluded that the City’s declining demographic trends were creating an
oversupply of affordable housing in the City that was reducing the demand
for public housing. In addition, the HACP’s stock was aging and lacked the
amenities being sought in the marketplace. These findings resulted in a
plan to reposition the HACP’s housing inventory and an investment policy to
create more market-driven projects.
