2005 Base Realignment and Closure
(BRAC)
During the past two decades RKG Associates, Inc. has worked
with over 30 communities across the nation on various planning and
development projects relating to the closure, realignment and expansion of
military installations. During the past year, in anticipation of decisions
made during the 2005 BRAC process, staff at RKG Associates assisted local
officials in evaluating planning options relating to Fort Knox (Kentucky)
and the Brunswick Naval Air Station (Maine).
Based on recommendations made by the 2005 BRAC
Commission, 22 major military facilities were identified for closure and 31
for realignment. These recommendations, as well as a number of other
decisions made by the Commission that will impact the use of numerous other
smaller military installations, became law on November 8, 2005. After the
BRAC Commission recommendations were ratified, RKG Associates assisted local
officials in Virginia Beach, Virginia by preparing a fiscal and
economic impact analysis to help the City evaluate the possible impacts of
the realignment of Naval Air Station Oceana. As part of the current
BRAC process, in order for Oceana to remain an active military installation
in Virginia Beach, the City must comply with requirements that would entail
the taking and demolition of over 3,400 housing units. Closure of Oceana
and the relocation of the military mission to another State would mean the
loss of over 8,500 jobs to the area.
